They were mainly, the first agreeing to the arrangements with slight alterations, the other agreeing to the release of Prisoners at Chusan, but suggesting that the Ningpo prisoners, as being ruffians on the territory chartered, should be handed over on arrival to the Chinese authorities, instead of being set at liberty as proposed by Mr. Majesty's Plenipo.
The scale of punishment too was fixed at : 30 days imprisonment, 4 doz lashes, 10 taels fine, or 40 strokes with rattan.
